The Procurement Section of U.S. Embassy Belgrade seeks to enter into contracts with qualified, reliable firms with sufficient resources, financing, and work experience for variety of commodities and/or providing a variety of services.  In order for a Company to be considered for embassy contracts, the company must be able to understand, satisfy, and comply with the requirements in the solicitation documents.

General Terms and Conditions

The Embassy does business only with duly registered companies. If a company wants to do business with the Embassy, it must be able to present a copy of the company’s registration with the “Agencija za privredne registre” (APR) or other Serbian Government body as appropriate. Companies wishing to do business with the Embassy should send the Procurement Section a copy of their APR, references, company profile, brochures and catalogs by email to BLG-Procurement@state.gov.  We prefer to receive the information in English but you may also submit it in Serbian. Companies seeking contracts valued over $3,500 must register in Dun & Bradstreet (DUNS).  It is free of charge and can be done over the Internet.  Companies seeking contracts valued over $30,000 must register for a NATO Commercial and Government Entity (NCAGE number) and register in the System for Award Management.  Instructions for registering in the above said systems are available on the right hand side of this page. Government does not make advance payments – payment is made exclusively after receipt of the goods/services. In some cases, progress payments may be allowed for goods/services delivered over longer periods of time (30 days or longer). Payment is made in local currency, i.e. Serbian dinars by bank transfer. By U.S. law, the Embassy will make payment within 30 days from receipt of a proper invoice. Only original paper invoices are accepted – no payment can be made against photocopies or electronic invoices.

Doing Business with the Embassy

Only the Procurement Section is authorized to place orders for goods and services on behalf of the Embassy.  All orders from other persons are considered unauthorized and private, and the Embassy accepts no responsibility for paying those orders. The Embassy is required to provide vendors with a copy of a Purchase Order Form OF-347 or contract signed by a Contracting Officer for all orders. The Purchase Order/Contract is the “contract” and official ordering document, and vendors should not attempt to deliver goods/services prior to receiving one of these documents. The Government has no obligation to receive or pay for any goods/services without a valid contract.

VAT (PDV) Exemptions

The Embassy is exempt from Value Added Taxes in accordance with article 24 paragraph 1 of the Law on Value Added Tax published in The Official Gazette of the Republic of Serbia no. 84/04 and 86/04. In that respect, the procedure for the exemption from the VAT is implemented in accordance with the Instructions for the Implementation of the VAT Form published in the Official Gazette of the Republic of Serbia no. 124 dated November 11, 2004. The Embassy will provide the vendor with an SNPDV form for each invoice submitted for payment.

The U.S. Embassy in Belgrade intends to establish a Blanket Purchase Agreement (BPA) for the supply of automotive and heating fuels for the period January 1, 2022 – December 31, 2024.

We estimate that the volume of purchases through this BPA will be not more than USD 149,999. The Embassy is not obligated to purchase any definite amount under this BPA, and the amount of any one purchase will not exceed the equivalent of USD 25,000.00

Excise, duties and Value Added Tax (VAT) are not applicable to purchases made under this BPA because the U.S. Embassy has an Excise and VAT exemption certificate from the host government.  The Embassy will issue an SNA and SNPDV form to the vendor for each invoice or as otherwise required by local laws and regulations.

Rates for fuel shall be paid using the vendor’s current rate schedule at time of issuance of fuel, given rates are fair and reasonable.  Due to price volatility within the market, the vendor will provide its current price upon each Call request.

Payment shall be made via Electronic Fund Transfer (EFT) within 30 days from receipt of an original, hard copy and correct summary invoice.  The summary invoice shall be submitted at least monthly or upon expiration of the BPA, whichever occurs first, for all deliveries made during the monthly billing period.  The invoice shall identify the call orders/delivery tickets covered therein, stating the total value, and supported by recent copies of the call orders/delivery tickets.

The Federal Acquisition Regulation (FAR) and Department of State Acquisition Regulation (DOSAR) clauses applicable to the resulting BPA and to all purchases made under this BPA are attached to this letter and will be made part of the BPA.  In the event of an inconsistency between the provisions of this BPA and your invoice, the provisions of the BPA shall take precedence.

The US Government intends to award a BPA to a firm that is technically acceptable, responsible, and clearly intend to sell products or services to the US Government at market prices or below.  The Contracting Officer will determine technical acceptability by ensuring that the firm is able to comply with the terms of this BPA.  Responsibility will be based on requirements of Federal Acquisition Regulation (FAR) 9.1 including:

  • adequate financial resources or the ability to obtain them;
  • ability to comply with the required performance period, taking into consideration all existing commercial and governmental business commitments;
  • satisfactory record of integrity and business ethics;
  • necessary organization, experience, and skills or the ability to obtain them;
  • necessary equipment and facilities or the ability to obtain them; and be otherwise qualified and eligible to receive an award under applicable laws and regulations.

We invite you to submit the documents stated in Section 3 SOLICITATION PROVISIONS of the attached solicitation no later than close of business on December 20, 2021 if you wish to compete for award of a Blanket Purchase Agreement.

In order to be considered, you must have a DUNS number issued by Dun & Bradstreet, an NCAGE code (issued by Direkcija za standardizaciju, kodifikaciju i metrologiju Ministarstva odbrane Republike Srbije), and be registered in the System for Award Management (SAM).

The U.S. Embassy in Belgrade has a requirement for a contractor to provide diplomatic pouch expediting services, and intends to award a firm-fixed-price contract resulting from this solicitation. The Government reserves the right to make multiple awards if, after considering the additional administrative costs, it is in the Government’s best interest to do so. The Government assumes, for the purpose of making multiple awards, that $500 would be the administrative cost to the Government for issuing and administering each contract awarded under the solicitation. Individual awards shall be for the technically acceptable items or combinations of technically acceptable items that result in the lowest aggregate cost including the assumed administrative costs. The Government will not make more than two awards resulting from this solicitation.

The United States Government, represented by the United States Agency for International Development (USAID) through the USAID Mission in Serbia, is seeking proposals from qualified communications agencies outlining their ideas for how they would organize a campaign/series of events to celebrate the 20th anniversary of USAID’s partnership with Serbia as described in this solicitation. Subject to availability of funds, USAID/Serbia anticipates awarding one Firm-Fixed-Price contract as a result of this solicitation covering an estimated period of five (5) months from the date of contract award.
