The Procurement Section of U.S. Embassy Belgrade seeks to enter into contracts with qualified, reliable firms with sufficient resources, financing, and work experience for variety of commodities and/or providing a variety of services.  In order for a Company to be considered for embassy contracts, the company must be able to understand, satisfy, and comply with the requirements in the solicitation documents.

General Terms and Conditions

The Embassy does business only with duly registered companies. If a company wants to do business with the Embassy, it must be able to present a copy of the company’s registration with the “Agencija za privredne registre” (APR) or other Serbian Government body as appropriate. Companies wishing to do business with the Embassy should send the Procurement Section a copy of their APR, references, company profile, brochures and catalogs by email to BLG-Procurement@state.gov  We prefer to receive the information in English but you may also submit it in Serbian. Companies seeking contracts valued over $3,500 must register in Dun & Bradstreet (DUNS).  It is free of charge and can be done over the Internet.  Companies seeking contracts valued over $30,000 must register for a NATO Commercial and Government Entity (NCAGE number) and register in the System for Award Management.  Instructions for registering in the above said systems are available on the right hand side of this page. Government does not make advance payments – payment is made exclusively after receipt of the goods/services. In some cases, progress payments may be allowed for goods/services delivered over longer periods of time (30 days or longer). Payment is made in local currency, i.e. Serbian dinars by bank transfer. By U.S. law, the Embassy will make payment within 30 days from receipt of a proper invoice. Only original paper invoices are accepted – no payment can be made against photocopies or electronic invoices.

Doing Business with the Embassy

Only the Procurement Section is authorized to place orders for goods and services on behalf of the Embassy.  All orders from other persons are considered unauthorized and private, and the Embassy accepts no responsibility for paying those orders. The Embassy is required to provide vendors with a copy of a Purchase Order Form OF-347 or contract signed by a Contracting Officer for all orders. The Purchase Order/Contract is the “contract” and official ordering document, and vendors should not attempt to deliver goods/services prior to receiving one of these documents. The Government has no obligation to receive or pay for any goods/services without a valid contract.

VAT (PDV) Exemptions

The Embassy is exempt from Value Added Taxes in accordance with article 24 paragraph 1 of the Law on Value Added Tax published in The Official Gazette of the Republic of Serbia no. 84/04 and 86/04. In that respect, the procedure for the exemption from the VAT is implemented in accordance with the Instructions for the Implementation of the VAT Form published in the Official Gazette of the Republic of Serbia no. 124 dated November 11, 2004. The Embassy will provide the vendor with an SNPDV form for each invoice submitted for payment.

SUBMISSION NOTICE

This Request For Information (RFI) will be used to identify potential sources that can provide optional medical benefits as part of their off-the-shelf health insurance plans for medical coverage for locally employed staff of the American Embassy in Belgrade, Serbia.

In accordance with the Federal Acquisition Regulation (FAR), FAR 15.201 (e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.  This RFI is issued solely for conducting market research, information and planning purposes and does not constitute a solicitation or obligation on the part of the Government.  Neither unsolicited proposals nor any other kind of offers will be considered in response to his RFI.  No reimbursement will be made for any costs associated with providing information in response to this announcement and/or any follow up information requests.

The purpose of this RFI is to identify standard benefits in Serbia regarding optional medical benefits coverage for locally employed staff.  The government is seeking specific information in conjunction with existing medical benefits plans and cost estimates of such specifications.   Interested parties must provide information in accordance with the submittal requirements.

Please do not provide generic capability statements as they shall add no value to this RFI. The Government is seeking specific information in conjunction with the specifications of this requirement.

SECTION 1

SUMMARY

Section 2 describes optional benefits required in addition to standard off-the-shelf coverage plans. The Embassy Human Resources Office (HRO) requires information or an overview of existing optional benefits coverage for various out-of-ordinary coverage options/events, including estimated costs of such optional coverage.  This will help HRO to tailor future benefits coverage more narrowly for its locally employed staff.

Companies providing requested information should be experts in the field of medical coverage and health/life insurance plans, who have experience with insurance policies, an understanding of medical benefits plans, and the ability to use additional/optional benefits to meet market requirements.  The interested companies should have the ability to provide optional medical benefits as part of their standard plans and within commensurate costs related to basic and/or standard benefits coverage.

SECTION 2

DESCRIPTION OF REQUIREMENTS

List of optional benefits covered under existing off-the-shelf medical plans for locally employed staff:

  • Out-of-Country Medical Treatment:

Medical expenses incurred out-of-country will be covered at the same benefit levels and subject to the same total maximum annual limit as medical expenses incurred in-country.

  • Out-of-Country Medical Travel:

Transportation for out-of-country medical treatment will be a covered expense for covered employees and eligible family members.

  • To be considered a covered expense, the attending certified health care provider must certify in advance that the treatment is medically necessary and unavailable locally.
  • 80% of covered individual’s transportation expenses by the least expensive, appropriate means of transportation to the nearest city with adequate medical facilities will be covered.
  • 80% of the transportation expenses of an attendant will also be covered, but only if the covered individual’s attending certified health care provider certifies that an attendant for the patient is necessary, (e.g., a parent in the case of a patient who is a minor, or a family member to make medical decisions in the case of a patient who is unwell or unconscious).
  • All coverage for transportation for out-of-country medical treatment is subject to the total maximum annual limit.
  • Transportation to a neighboring country without the attending certified health care provider certifying that the treatment is medically necessary and unavailable locally will not be covered.
  • Catastrophic Coverage:

Additional coverage equal to 100% of the annual maximum per covered individual per contract year.

  • Catastrophic conditions shall be defined as major medical conditions occurring as a result of a single/illness/accident or closely related set of major illnesses (or conditions relating to a single accident) that exceed the standard maximum coverage limit.
  • Excess Coverage:

Additional coverage equal to 100% of the annual maximum per covered individual per contract year.

  • If added to our solicitation, excess coverage will be offered as an optional benefit to LE Staff.
  • LE Staff must pay 100% of the premium if they elect Excess Coverage.
  • This can be used for any covered individual for any covered expense that exceeds the annual maximum.
  • Excess Coverage falls under a Rider to the contract.
  • 180 Day Extended Dependent Coverage After Employee’s Death:

At the time of a covered employee’s death, their eligible dependents covered under post’s medical plan as designated in the official personnel file are eligible to temporarily continue receiving the same level of medical coverage for up to 180 days.

  • NOTE: The USG pays the premiums during this period of extended coverage.
  • NOTE: No extensions beyond 180 days are permitted
  • Employee Assistance Program (EAP):

An Employee Assistance Program (EAP) is a voluntary, work-based program that offers free and confidential assessments, short-term counseling, referrals, and follow-up services to employees who have personal and/or work-related problems.

DESCRIPTION:

The contract will be for providing international incoming and outgoing diplomatic pouch services for the U.S. Government in Serbia.  The Embassy expect that it will have an annual volume of approximately 1,600 kg of outbound and 10,000 kg of inbound mail annually for processing through customs and shipping.
